Do we need to remove the tar prior to installation?

Q: We removed an old nail down hardwood floor and intend to install an engineered hardwood floor with an underlay. The surface of the plywood sub floor is covered with a soft tar surface. Do we need to remove the tar prior to installation to have a proper and non-squeaking floor?

A: The floor needs to be fairly smooth.
